Consider problems – root causes from a service user perspective
Explore solutions – new processes, new roles and how to realize change
Outcome - Action plan for implementation
2. Define tasks for the Role
Consider role against key outcomes in care pathways

Consider the person - professional / support worker, key knowledge and skills including Basic Skills & delegation of tasks
Consider training required - how will this be provided; work based / HEI /other
Consider risks – plan appropriate management
Consider Cost / Benefit – AfC pay bands,
if not favourable abandon the work
3. KSF Outline devised
use appropriate competency framework
How will outline dimensions be evidenced – map to national occupational standards / NVQ units
How will competencies be achieved - ensure provision to achieve and maintain competence
Consider on completion - NVQ attainment as evidence of final gateway
4. Recruit and train
Utilise available support from NVQ Centre
Monitor progress – ensure adequate assessor support and time for training
Evaluate – people, processes and outcomes
