Costing and approving the financial aspects of all research proposals that utilise Trust resources

Ensuring appropriate recovery of research costs from the University of Leeds or other organisation administering the funding for the research project.

Managing grants administered by the Trust in accordance with the Trust's Standing Financial Instructions and Standing Orders

Ensuring that arrangements are in place, where applicable, to recompense clinical support departments (for example Pharmacy/Pathology) for any of their services that are utilised by a research study.

The R&D Department in conjunction with Corporate Finance is currently developing the R&D approval process. The intention is that all research projects will require explicit sign-off from the lead CMT finance manager. Guidance for researchers and finance managers is currently being developed and disseminated widely in the coming months and will be included in this section of the R&D website.

Directorate Personnel Contacts
CMT Personnel contacts have responsibility for:

Issuing researchers with honorary contracts where appropriate in a timely way

Providing the R&D Department with details of when these contracts are issued and providing the department with copies of the contracts.

Providing support to researchers who wish to establish research posts in the Trust

Providing central R&D with the details of newly appointed consultants, enabling their research profile to be established and their details added to the R&D database
Directorate Clinical Directors
The Clinical Director for each CMT is responsible for the development of an appropriate environment for research and promoting adherence to research governance. They have responsibility for identifying and performance managing a Research Lead or Leads to ensure that this responsibility can be met.

Integrated Quality Committee Structure
The integrated quality structure within the Trust provides the mechanism by which issues relating to quality are managed within the organisation. Clinical and non-clinical quality, Human Resources, Performance Improvement, Information, Finance and Research all sit within the quality agenda.
Each Executive Director in the Trust has responsibility for different areas within the quality agenda with the Trust Medical Director having specific responsibility for Research and Development alongside the other areas of Clinical Governance, Risk Management, Clinical Effectiveness, including Clinical Audit, Leeds Health Pathways, CNST (Clinical Negligence Scheme for Trusts), RPST (Risk Pooling Scheme for Trusts) and Controls Assurance, Serious Untoward Incidents, Legal Services and DATIX (a risk management information system).

The Trust Board Sub-Committee reports to the Trust Board and its main aim is to hold the Integrated Quality Committee to account and influencing its strategic direction. The R&D Director sits on this committee.
The Integrated Quality Committee reports to the Trust Board Sub-Committee and its aim is to set the strategic framework of the quality agenda within which Clinical Management Teams and departments should operate and takes a cross-organisational approach to dealing with matters relating to quality. Both the Senior R&D Manager and the R&D Director sit on this committee.
The Integrated Quality Committee has a Management Sub-Group that meets on a regular basis and deals with the more day-to-day matters relating to the quality agenda. The Senior R&D Manager sits on this sub-group.
The Clinical Effectiveness and Patient Safety Group reports into this structure and the R&D Director is a member of this group.

Directors of Operations
The Directors of Operations, working with the R&D Department, have responsibility for providing high-level leadership & direction for R&D within the Trust.
Chief Executive
The implementation of the Research Governance Framework is the responsibility of the Chief Executive who must ensure that the Trust meets its legal and policy obligations under the Framework. The Chief Executive may delegate responsibility for ensuring compliance to an appropriately qualified and senior member of staff.
