COURSE: Randomised Controlled Trials: a guide to RCT design

Offices Move
The R&D Department and the Leeds (West) Research Ethics Committee will be moving to Floor A/B, Old Site, Leeds General Infirmary at the end of October. Our Wellcome Wing Office will close on Monday 23rd October and we will reopen on Floor A/B on Monday 30th October. All telephone numbers remain the same. Watch out for more details on Groupwise. Health and Social Care
A practical introduction is aimed at those who want to become better able to:

The course is funded by the West Yorkshire Workforce Confederation and as such is free of charge to the Trust. Masters and undergraduate level accreditation is available. The course has been accredited by the University of Huddersfield and Royal Medical Colleges'.

HUMAN TISSUE ACT
The Human Tissue Act (HTA) comes into force in September 2006 and regulates the removal, storage and use of human tissue. This is referred to in the Act as ‘relevant material' and is defined as material that has come from a human body and consists of, or includes human cells. The Act makes consent the fundamental principle underpinning the lawful retention and use of body parts, organs and tissue from the living or the deceased for specified health-related purposes and public display. It also covers the removal of such material from the deceased. Tissues which have been stored prior to the Act becoming law are exempt.
The Trust has established a HTA working group which is working to ensure that the Trust is compliant with the Act by September. All consultants, clinical directors and clinical scientists will receive a questionnaire shortly in which they must declare if they have any stored tissue.
For further information regarding the Act and to read the draft codes of practice which all Trusts and individuals storing or using tissue will have to abide, please visit the HTA website: www.hta.gov.uk . Further information is available in the June edition of the R & D Bulletin. Further guidance will be issued by the Trust once the final codes of practice are published by the Human Tissue Authority.

Using the NHS R&D Application Form
The NHS R&D application form has been available for use by all Trusts for some months. The new form streamlines and simplifies the approval system for researchers, especially for large multicentre research.The LTHT R&D Department accepts the national form which provides governance and management information required for management approval of research taking place in the Trust. You may access the form and its guidance via the R&D website. It is also available direct at www.rdform.org.uk and www.corec.org.uk .We are happy to accept the LTHT local R&D application form at present but are phasing out its use. Therefore we would ask that from 31 July 2006 you only use the national NHS R&D application form .

Improvements to the R&D Approval process - Introduction of the Valid Application
The LTHT R&D Department has recently reviewed the current R&D process for approval of research projects taking place within the Trust.
We are aware that projects can be delayed by time spent dealing with queries and collecting documents not submitted, so we have decided to introduce a ‘valid application' system.
Like the Research Ethics Committees process, R&D Department will now only accept a ‘valid' R&D Application for approval. This new process will ensure that we are able to review and approve your application much quicker, leading to a shorter time between submitting your project and it receiving final approval. The R&D Approval process will still run ‘in parallel' to the ethics application process and will not delay this in anyway.
To ensure that you submit a valid application please refer to our checklists for research projects or Clinical trials of investigational medicinal products (CTIMP).

MHRA GCP Inspection at the LTHT
The inspection of the Trust will take place during the week commencing 24th April 2006.
The R&D Department has contacted and has been in discussion regarding arrangements with local investigators who are to be inspected. R&D will provide support before and during the inspection.

LTHT Charitable Foundation R&D Funding Scheme - Call for Applications
The LTHT Charitable Foundation are delighted to announce 2006/7 schemes to support research in the Trust.
Applications are now invited for the R&D Fellowship and New Investigator awards.

MHRA GCP Inspection at the LTHT
The inspection which was due to take place in early March 2006 has been postponed and is planned for the 2nd quarter of 2006.
The R&D Department will endeavor to contact investigators as soon as we are informed of when and which trials will be inspected.

From the 1 st April 2006 , the R&D Admin fee will be increased to £750 (+VAT).
This will apply to all commercially funded research projects received by the R&D Department after 1 st April.
This fee applies to all research that is company initiated and funded and the commercial company are the sponsor. Research that is investigator initiated carries no charge.
The R&D Department is responsible for reviewing all commercial research and ensuring that appropriate indemnity and contractual arrangements are in place in line with national guidance. The Trust is obliged to recover the additional costs of hosting commercial research including R&D costs. The R&D contract fee recompenses the department for the time taken to scrutinise, negotiate and agree contract and approvals for these studies.
The R&D Fee is independent and separate from the Investigator payment and is invoiced for directly to the Sponsor by the R&D Department, however this must be specified in the Financial agreement.
