The Making Leeds Better Programme (MLB) evolved from the approval of a Strategic Outline Case (SOC) in July 2004. The MLB Programme is a whole health economy approach involving, Leeds Teaching Hospitals, Leeds PCT, Leeds MHT, Leeds Universities, Social Services and Leeds City Council, to provide the following;
- New care pathways
- Shift of care from hospital to community settings
- Children’s & Maternity Hospital
- Single Acute Hospital Site
This will involve the reconfiguration of health services in the city to work differently in delivering services and potentially be in different locations from current. These changes will take several years to be planned and delivered, and MLB represents one of the largest and most complex health economy reconfigurations within the NHS.
SPO have taken a leading role in developing the planning around the MLB Programme and the LTHT inputs. These include, but are not exclusive, the following specific contributions;
- Development of “strategic thinking” around the MLB Programme including the production of a Strategic Services Plan to act as an overarching strategy,
- Development of Planning Programmes and Milestones,
- Lead on Estate Strategy and Development Control Plans
- Lead on liaison with Leeds City Council on planning and development matters
- Lead on development of Functional Content of hospital developments
- Lead on development of hospital feasibility studies and design assumptions
- Lead on Work Planning and Scheduling for LTHT MLB work
- Lead on development of Outline Business Case
- Lead on MLB Transport Strategic Framework
